Mid 128 pid 131 fmi 2?

I have a 2006 Volvo with and ISX Cummins engine. I have a faulty code that is coming up reading 128 pid 131 fmi 2. Also on idle the RPM goes to 5.5 to 6.5 by itself. Can you tell what is wrong with the truck?
