Why they are letters and numbers printed in the border of engineering drawings?

There used to specify zones on the drawing. Similiar to map ordinates to define a location.

i.e. The feature is shown in C6

They can also be used during revision control to highlight areas of change with balloons or tags.

i.e. B7 Feature remove or E2 Dimension was 365
