Master code is not necessary for activation. Be wary, floor tiles used to activate Surf, the ones with the brown bits of land on them, on cannot be walked through by ordinary means; instead you can use Surf as usual, or find a piece of scenery which can be walked through and use it to get past the obstacle.

Note: There are claims that the code crashes your game, but there is no strong evidence to prove this. In Generations I and II games, the only way this would happen is if you walked too far outside the games boundaries with the Walk through walls codes enabled, for example, walking through the black area whilst inside a house. In Generation III, Nintendo added limits to the map so players couldn't accidentally crash their games like this, but still be able to explore.
