What is the difference between group of ministers and empowered group of ministers?

If there is a conflict(or any matter) in subject concerning different ministries,the subject is referred to group of ministers who will take decision..

But there's diff b/w GoM and EGoM

EGoM can ratify or approve the decisions on behalf of cabinet made but GoM can only discuss and later cabinet has to accept it
