Which make and model of small car has the coldest and best working air conditioning system?

Thats almost a contradiction. If AC is that important to you I would go a little larger on the car so you have a big enough engine to handle the load of AC. The samller ones that are so equipped don't do wello with AC on because engines are just too small.
