Can an obstacle car on a slotless race track be turned into a regular car?

If you are talking about ideal tcr slotless and tyco command control or tcr slotless jam cars then no they cannot be converted into passing cars. If you are talking about aurora speedsteer or ultra 5 road blocker cars , yes with some work those can actually be converted into passing cars.
