Is Safeway having a layoff in January 2009?

Yes. Right now employees are asked to fill out a form on how much they are trained in different departments to show the Corp. how valuable you are. Those who do not make the cut will be lay ed off and others may even be asked to step down and take a permanent pay cut. Myself included.
