Maybe you could have laser treatment and electrolysis, it will hurt a bit but not too much.
If you are a female, and can't afford laser or electrolysis you *may* want to shave in the meanwhile that you save for such treatments. I think if you have a light covering of hair on your arms, even if dark, you should then only shave if you really feel like doing and like the smooth hairless feeling, but usually it's not worth shaving.
Personal taste as a male here, if by hairy arms you mean this level of dark and thick hair 0.static.wix.com/media/8bdfe4_74f337886fb25b03b01b1101221d28fd (add ".jpg_512") I agree that maybe it would looks much better if you shave it, upper arm included, ok, but otherwise if your hair is even dark, ok, but nowhere near that pic, don't bother, unless you really want to, me and many men, don't even mind a bit of hair, even if a bit dark and visible, it's normal to have hair for girls as well, and I'm not talking about blonde peach fuzz level. Women don't have to feel obliged being hairless.
As you are a man, hairy arms are perceived as more normal, some people might have prejudices against men depilation, but I think you should do what you feel it suits you more, if you feel like shaving just do it, whateve the type of hair, while if you have very hairy arms, even for male standards but don't feel like going hairless, I suggest thinning and reducing your hair with a trimmer, especially if your hair is thick and long.

Actually a man no matter how hairy is arms are should never shave the hair off, despite having hairy arms and sometimes being called 'monkey arms' I have never shaved mine ever.
