Do you need an international license abroad if you have an Ontario Driver's License?

No. The driver's license of almost any country is valid in another (there may be an exception or two). What are called "International Drivers' Licenses" are merely translations of the pertinent data into another language. This can be a big help if you commit a traffic offense in China, for example.
