What religions emphasize giving to the poor?

All of them.

It is a basic emphasis of every traditional system of morality and spirituality.

The only possible exceptions would be those religions that are pure ritual with no moral system, e.g. Shintoism. In practice, however, it is difficult to imagine that a Shintoist would say it was all right to ignore the plight of the poor.
