When renting a car with a secured credit card is there a credit background check?

Car rental people want to be sure they are not "ripped off" over their rental deal with a customer. The idea is to leave a significant amount of cash with them OR the ability to charge to a card that will accept a significant charge. The pre-paid card has to have a high amount of cash available to it, or it will not be accepted. If you do not have a credit card (even American Express that requires balance paid in full at billing will work!) and cannot get someone to help you out in securing the car, you may have to get $500 cash as a deposit...
