There are several concepts to consider:

  • Harassment: repeated contacts in attempt to force an action. The Law defines what Harassment is. And unless the type of contact and number of contacts fit the legal definition no action will be taken.
  • The law in Canada requires that you must fill out and return the basic census form.
  • The long form is optional and they will contact or attempt to contact you as often as they like to ask you to complete it. The government is exempt from Harassment for this very purpose.
