How do you get to be a Pokemon day-care person in emerald?

A: If you mean a way to actually get into the place where the Pokemon are, then I would very seriously doubt it, because I've been trying to do that for practically fore-ever! But you can enter the day-care house, but then again, if you can't, then your game is jacked up or glitched.
