This is depends on a number of things; many people have different opinions.
In my opinion, no. Someone should only need a mobile phone if they need to call someone. Since a parent basically run their lives they don't need to contact their parents. You might be thinking 'But what if they're in an emergency?'. Well, really a ten year old should not really be left alone to get into an emergency. A responsible adult should be looking after a young child not at home.
Also, a child needs to be taught the value of money and what a mobile costs before they could be trusted to use a mobile. I've heard many times of peoples children spending hundreds of dollars on one month of calls, usually to the surprise and dismay of parents. And this is with children much older than ten.
However, if a child was to be given a phone, a prepaid phone is the best bet. A parent would be able to set an amount they are prepared to pay each month for a child's calls. This way if a child runs out of credit, they will have to wait until they receive more credit from their parents. This will teach them to use a phone a little more responsibly and a parent wont have to worry about big bills.
