Common heating problems for a 2000 daewoo Nubira?

My 2000 Daewoo Nubira Sedan does NOT heat up to HOT, maybe warm if I leave it on for an hour full blast heat. The AC doesnt work either. Mainly this is because the panel on the dash that has the temperature controls has a loose wire or something and doesn't fully turn on. Though the air works, the lights in the panel don't turn on and thus the a/c and circulation buttons do not work. Maybe I need a new panel or thermostat for the car.
