What are the Differences between travel agency and tour operator?

I would go to a travel agent to have them book a cruise or flights and hotel and maybe activities to a destination.

a tour operator (for instance) could be someone who leads a group around on a bus or through a museum... with a detailed knowledge of the suject matter of the area
