What is meant by the postcode lottery in healthcare?

Healthcare areas have boundaries which are determined by postcode areas. If you live in one postcode area, you will be eligible for certain (costly) treatments and drugs, but if you live in the neighbouring postcode area you will not get the same treatment. The chance of being successful is therefore compared to winning the lottery.
