Not necessarily. Maybe he didn't want to give you dentures if he knew they wouldn't fit right or be supported without implants. Have you had dentures before? Did you go in to his office and complain about how dentures never fit you? Implants may be the best solution and he may not want to give you a set of dentures that he knows you will be unhappy with.
