Of course they can!! In our society, (United States of America) there is equality everywhere. Five girls from all different backgrounds say, Spanish Arab, Britain, American, Chilean, and Australian, perhaps all sharing a dorm-room at college, and becoming each other's best friends later in life, even the woman's children's godmother! There is some racism, sadly, but, our nation has overcome the worse of it! Again, to answer your question fully, Yes, two cultures can truly live in harmony within one country.
