Why were the cities in Mesopotamia not united?

Because the concept of a federal State with central government is a thing of a later date. At the time you only had city-states that either were only half-aware of each others existence of were competitors. Even if some of them had the same king, the primitive communication and administration systems of the time made it much more practical to have each city largery run itself.
