What level does Togepi evolve in fire red?

It doesn't evolve by lvl. Train it, and as soon as it loves/trusts you enough, it will evolve, like buneary and pichu. I suggest giving it a sooth bell, so it becomes friendlier quicker, meaning it will evolve sooner.
