There is no key difference between the terms Personnel Management and Human Resource Management.
They simply reflect a more recent name for what is fundamentally the same function.
Although, of course, some people may argue that Human Resource Management includes a greater focus on aligning the organisation's human resources to the organisation's strategic goals and objectives.
In practice, there are probably a number of factors that will determine the extent to which an organisation's Human Resource Management function will serve strategic ends, including the organisation's view of what Human Resource Management is (or should be).
