By this definition bureaucracy is a form of technology. The term bureaucracy comes into the language from the French: bureau, office + -cratie, rule. It is the refinement of effort within a system or organization to effectively process a work load. Over time "Bureaucracy" has become a dirty Word. Rather, the work (or lack of work) done by bureaucracies has garnered a negative connotation.
