How do you get roost in Pokemon platinum?

first, go to solaceon town. then, go north , bike up the mountain slick thingie. don't go down the steps (there is a jogger walking back and forth.) go to the right stairpath. follow the path down the 2nd staircase. there is a person looking off a cliff. talk to them and you'll get roost
