Freight rates are calculated based on a "benchmark" fuel price, which is $1.10 per gallon. When fuel is more expensive than that, a fuel surcharge (the calculation is ((current average fuel price - benchmark price) / average MPG of your truck)) allows the driver to still make money by hauling your load.
