Upstairs neighbor plays loud music every day what can be done legally?

My upstairs neighbor plays loud music every day.. I live with my

wife and our little son in an apartment built for families with

children, yet somehow two young guys in their early twenties got

one of these apartments. I've personally asked them to stop playing

loud music on at least 10 occasions and every time they're like "Oh

we're so sorry it won't happen again" it and yet it continues a day

or two later. I've complained to the building owner twice and after

each complaint there has been silence for a week or so and it all

starts again. In the contract it clearly states that no loud music

is allowed at any time if it's disturbs other people and if you

want to have a party you need to make a weeks notice before.

Is there any way I can get those two out of their apartment or

force them to stop their activities legally?
