How can you get a Dollar General in your community?

I think its like Walmart. There may have to be a certain amount of population within so many sq feet. Before my home town got hit by a tornado we had two. The city I live in has 3 one next to a college campus, one a lil ways outside of the city, and one on the other side of town.
