How do you give a shoutout in instgram with a tabket?

Make a picture. Usually this is done by taking a screenshot of their profile or putting some of their posts into a collage.

Tag them in the picture description.

You can also buy shoutouts from large pages so they can shoutout you and get tons of followers. There is one called "Instagram Shoutout Me" that I have tried and it works.
