How do landscaping companies define spring cleanup?

This depends on the company and customer. First start with the customer, what are they looking for? Then the company what services do they offer? Some customers want more than others and some companies do more or less than others. If you want to be cheap you will get less. Not only in ammount but quality too. A clean up can be done for $80 or $200 for the same property, it just depends on what you want. When I sell a spring or fall clean up it consists of the following:

Leaf clean up of entire property(beds and lawn areas)

Deep edge bed trenching

Shrub pruning

Inspection of all plant materials

Replacement of dead plant materials

Debris/Garbage pick up of entire property

Application of a Pre-emergent for weed control

Mulching of all beds The price would depend on what you want. Some do not want edging or mulch. That would be cheaper. Plants being replaced are extra cost. Spring clean up is general, the individual services are what should be requested and priced out for you. I hope this helped.
