How can you make matte eyeshadow shimmer?

You could mix it with a little water and some highly pigmented glitter. Pigment means small pieces btw.

Here's what ya do: Buy a container of shimmery eye shadow, and it should be a real light color - gold would work, off-white like a pearl is, something like that. When you do your eyes, apply all the eyeshadow you normally wear then, before you do your liner, use a large fluffy shadow brush to apply a light coat of shimmer shadow from lashline to browbone.
