Why is national career assessment exam is for 3rd year?

The National Career Assessment Examination was really taken up by third year high school students in the Philippines to know what course is best suited for them and for them to choose their course when they proceed to fourth year high school. It is best for them to take the examination earlier so that the results might be processed quickly because there are many students this days and for the officials to determine where the student's weakness and strength is.
