If there is a file you cannot move because it is in use, follow these steps in order until the problem is solved:
1. Check the filetype and make sure any program(s) that are associated with that filetype are not running, including services that run in the background. If it's an executable file, go to Task Manager (Ctrl+Alt+Del) and make sure it's not running in the background.
2. Boot into safe mode and try moving the file.
3. Download a third-party application that specializes in moving files during the startup process. Gipo's MoveOnBoot is a good option.
