Is over-eating the main reason for obesity or is it a combination of over-eating and a lack of physical activity?

It's a combination. You have to get enough physical activity *and* eat reasonably small, healthy portions of food to be fit.

(Unfortunately, the more obese you get, the harder it is to preform excersizes of the simplest kind, like walking, jogging, or swimming.)
