Only when it is illegal to worship God and is to be like Daniel's example. Civil disobedience does not need to include violence. In Luke 20:19-26, Jesus says to "render to Caesar the things that are Caesar's, and to God the things that are God's." In other Words, He tells people to pay their taxes.

Romans 13:1-7 commands all to be subject to the governing authorities. "For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment." Verse 7 also echoes what Jesus said in Luke with regards to taxes. It says, "Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed."

The exception to this is when it becomes illegal to worship or obey God. An example of civil disobedience is given in Daniel 6. Although the king passes a law forbidding prayer to anyone or anything except the king himself, Daniel prays to God anyway. In this case, he was blessed for his actions.
