Does homeowners policy cover for damage by police raid?

No, afraid not. If the police department raided the house by mistake they will probably pay for the damaged themselves or their insurance company will. If it wasn't a mistake, then it is your fault for being a criminal. If you make a claim the insurance claim I'm sure they will cancel you for participating in illegal activities on the premises.
