It doesn't always happen this way, but when it does I think a lot of it is psychological. We get stressed out around people that we want to impress, and we also get defensive, worried that they will reject us or hurt us, because we have something invested there. It is easy when we are in that kind of emotional upheaval to screw things up and burn bridges. And with people we don't care about, we can relax and be ourselves... we're easier to love in that state, often, and people do... but by definition, we don't care or we would be trying too hard. :)

The trick, I think, is both to learn to relax and be ourselves around people we like... AND to notice and appreciate people that we aren't immediately drawn to. Then maybe we can build better relationships.
