No. Being a bully comes from something dirty inside. Changing what you wear will not change your heart and mind. If that worked, then we could just tear down all the prisons and force former inmates to wear uniforms. Just don't let them dress like murderers, thieves, addicts, batterers, etc. However, there is no way to identify criminals from their clothing. Unlike in the movies, bad people don't all wear masks and striped jumpsuits. Most try to blend in so they can be more effective at committing crimes.

Uniforms are only a short-range solution that can do more harm than good in the long run. You don't want to send the message that people not wearing uniforms are not worthy of protection from bullying. Being exposed only to those who look and think alike does nothing to make a person more tolerant of others.

Uniforms do have their places. If there is a lot of income class-based bullying, then making everyone wear uniforms may get rid of bullying over what people are wearing. Or when there are gang problems, then that could make it harder for members to identify their rivals, and harder for those not in gangs to accidentally dress as members of a particular gang.
