What creates a Short lag time?

A shorter lag time can occur from a number of different reasons. The main in my opinion is urbanisation. Increased surface run-off due to impermable surfaces like concrete (eg. concrete drives) allows surface water to get to the river much more quickly, and reduces the lag time.
