Why are safety inspections negative?

Safety inspections can be either negative, positive or both. Some inspection findings may highlight the absence of needed programs or failure to perform required functions. These might be considered to be negatives. But they can also include notice of best practices, and of programs being run correctly and effectively. These might be called positives.
