Who was Dr TJ Echleburg?

He's a metaphor for God in F. Scott Fitzgerald's The Great Gatsby. His eyes are always looking but not intervening, much like the Christian God post Old Testament. Other than that, I do not believe Fitsgerald tells us anything more.
