What rule states that if there is a potential to fall four feet or more protection by the use of guards and rails is required on all open sides?

No rule requires guards and rails on all exposed side if you are working where there is a potential for falls of more than four feet. OSHA does require that you must have a fall prevention or fall protection system i such a case, but guards and rails are only one of several possible means of meeting that requirement.
