No he was not. Charles 1st was a good and kind man who was never meant to be king but was thrown into the role when his brother died and was not suited for the job. He was also a catholic sympathiser and wanted to get involved in holy wars in Europe this was unpopular and led to a rift between the king and parliament so that when the king wanted more taxes to pay for more wars parliament refused. Charles 1st believed in the divine right of kings and didn't see that parliament had any right to refuse him anything. Both sides dug their heals in and the rift got bigger later the puritans high-jacked the argument and made it more about religion (Catholicism v Puritanism) this led to a bitter and bloody civil war.
