Norad Santa was established by NORAD in 1994, during the fall of Chechnya. Concerned that Santa's progress would be impeded as he passed over the active war zone, NORAD created the website--originally accessible only to members of DARPA--in order to ensure that Santa made it through Russian territory without meeting with a fighter intercept. The program was also intended to produce nuclear weapon firing solutions should the Russians attempt to engage Santa.
