That was South Carolina in December 1860 - in direct response to Lincoln's election win (because he would not allow any new slave-states).

Six more states had joined them by the time Lincoln was inaugurated in March. And the war started in April, withthe Confederates firing on the US Army garrison on Fort Sumter in Charleston Harbour.
