How do you get the rotor off a 89-94 4wd pickup with locking hubs to change the brakes?

For a Toyota Pickup?? You do not have to remove the rotor to change the brakes, for that matter you do not have to remove the caliper either. To change the front brakes: 1) Remove cover on brake master cylinder. This will relieve pressure in the system for step 2. 2)Remove tire. Leafing the original brake pads in place C-clamp on brake pad and outside of caliper. Lossen the bleeder valve. Turn c-clamp to squeezed caliper pistons back. Fliud should squirt out of bleeder valve. Once the calipers are all the way back inot caliper, undo brake pad clip and pull pins back. 3) The old pads will slide out the back of caliper, insert new pads in and replace clip. 4) Don't forget to bleed the brakes.
