What is the meaning of every time a child is born it brings with it the hope that God is not yet disappointed with man?

In my opinion, it means that the fact God is not yet disappointed in man, He is blessings us with having children, to be able to have them and to be able to become parents and guardians, and bestowed upon us this great responsibility and honor. Had He been disappointed, He would take away blessings of being able to have children, not have the honor of being parents and guardians, and thus mankind dies as it becomes extinct.
