What are culture free tests?

these are tests in which a person from any back ground should be able to take and their background should not effect how they do,, e.g. its not far to expect some one from Spain to understand the role of the UK's gov,, however with most psychology there is no real answer in how you develop a culture free test and people will argue if something is culture free or not.
