The question is somewhat vague. I'm supposing it should be:

3n - 16 <= 8n + 29

Subtract 8n from both sides:

-5n - 16 <= 29

Add 16 to both sides:

-5n <= 45

Multiply by -1, this reverses to inequality:

5n >= -45

Divide by 5:

n >= -9
