What is the role of executive producer in tv program?

Roughly akin to an assistant director in a play or an associate editor ( rewrite jockey perhaps) at a Newspaper. He is not the top dog, but does make ancillary command decisions. Dragnet had an executive producer- William Stark- no relation to Tony Stark ( Iron man)l.
