Well, it depends. For instance, if you were using the Word congress in just a casual way; like a congress meeting, then it wouldn't be capitalized. But, if you were using it formally, like if it were a name of a group or so, you would capitalize it. If you are referring to congress as the United States Congress (The Government union), then yes it is capitalized.
